wget2 | Make wget2 -I not requesting already downloaded files (#548)

Currently, wget -I -nc option still requests existing files from server (then 
they won't be overwritten locally). There should be an option to avoid 
requesting from server files already existing locally. I could achieve that 
with shell script, but doing so, I cannot take advantage of wget2 
--max-threads>1
