[xouweb] think I fixed the website update problem

On Xouvert.org, I updated tla from version 1.0.6 to 1.1.  The syntax of
"tla update" changed between those versions.  So I changed the
invocation of tla update in the cron script, and hopefully your changes
should show up right away again.  I'm going out for an hour; let me know
if it still didn't work.
