It's definitely 'et cetera', but I'm not sure it's that desirable to
spell it out in full.  I've rarely seen it used that way; usually the
'etc.' abbreviation is used.  But since Steven clearly has extensive
language knowledge, and English is not my native language, I'll gladly
defer to his judgement.

Perhaps not, but for ellipsis, I believe you should use @dots{} in
TeX(info).
