Maybe it's only some versions, seems ok on "ccom: HP92453-01
A.11.01.20 HP C Compiler".  (Oh, but that says 11.01 not 11.00.)

As a suggestion, maybe spinning the expression through an "enum" would
encourage it to recognise a constant.
