But Automake calls AC_ARG_PROGRAM through AM_INIT_AUTOMAKE, so there is no
problem.

I'm trying to generate Makefile.in pieces automatically (somewhat like
Automake does), and there are a bunch of extra substitutions showing up
that clutter the output.  This is just one of them.
