Bump Autoconf license

There was no discussion regarding the second Autoconf license exception
RFC.  So, OK to commit (if distcheck passes)?

Note the minor detail that I've used the file header text suggested in
the GPLv3 text, not the one from the RFC, which was using the GPLv2
wording unintentionally.

I noted that some external files in build-aux also use the old wording
together with v3; that should be fixed in gnulib/texinfo.

The only remaining GPLv2+ files are the perl files synced from Automake
now.  (But if you 'mv COPYINGv3 COPYING' after that is sorted out,
remember to adjust Makefile.am and the notices in lib/*/*.m4)
