The primary reason why I'm okay with this is that Jim's recent patches
to touch up typos in ChangeLog entries is now available (that is, 3
months ago, I would have vetoed this, but now I am okay with it).  The
secondary reason is that rolling over to a new year is a good time to
rotate to a new ChangeLog file.  I had been dragging my feet on coming
up to speed with other projects on this regard, so thanks to you and Jim
for stepping in.
