Well, it's easy to see that they're used since the build will tell at the 
end that these plugins are not built.  But that's beside the point.

So, it is good practice to include .m4 macro files from standard -devel 
packages in the distribution ?

I could be wrong, but I would think that the m4 files that are 
system-installed go together with the actual version of the -devel package 
you have installed, and is thus more accurate in describing it.  Most of 
the time this probably doesn't matter much, but I'd think that given the 
choice, preferring the system m4's is better.  I'm relatively new to 
autoconf/automake and friends however so please tell me if this is wrong.
