This is declaring a config-file `foo' and a config-command `foo'.
These are distinct (actually I'm surprised that Autoconf doesn't
complain that `foo' is used twice).

What you want is to associate the command `chmod +x foo' to the
file `foo'.  Here is how to do this:

  AC_CONFIG_FILES([Makefile])
  AC_CONFIG_FILES([foo], [chmod +x foo])
