IMHO ./configure is not a exactly the right interface to make
distribution policy decisions.
IIRC in the past Tom suggested using a Makefile variable to list
all the expected archive formats. Such a variable would be
filled by the Makefile.am author, but could be overridden on
the `make dist' command line. Nobody has ever worked on this,
though; maybe because nobody has ever asked for such a feature.
