Try using _DATA:
beamdir = $(bindir)
beam_DATA = netaccess.beam
EXTRA_DIST = netaccess.erl
CLEANFILES = $(beam_DATA)
.erl.beam:
@ERLC@ -b beam $@ $<

Yep. The _PROGRAMS machinery isn't very usable with languages
that don't link `.o' files.
