ANN: new mailing list: address@hidden

We have setup a new mailing list, address@hidden, that
will carry announcements for releases *and* beta-releases of Autoconf,
Automake, Gettext, and Libtool.

This is intended to be a read-only and low-traffic list, for people
that cannot afford reading each tool's list, but still would like to
hear about new releases, or are willing to test pre-releases.  If you
know such people, please tell them.
