aclocal-1.7 is the directory to take automake-1.7.*'s *.m4 own
macros-files and an internal implementation detail.

aclocal is supposed to take those *.m4 macros to be provided by packages
outside of automake. It is supposed to be shared between different
versions of automake and external packages

You seem to have configured automake using a "per-package-prefix"
(--prefix=/usr/local/stow/automake-1.7).

To get this functional you either have to
* add a */aclocal/dirlist file containing the path of your system's
global, shared */aclocal directory 
* symlink */aclocal to your global, shared */aclocal (Normally
/usr/share/aclocal)

Please set your mail-header (reply-to) properly if you don't want to
receive personal responses or refrain from sending mails to public
mailing lists, instead of attaching such disclaimers to email.

[CC:-ing to the original sender is common practice on gnu.org
mailing-lists, because @gnu.org lists tend to suffer from long latencies
and to be unreliable.]
