Recent? Well, AFAICT this (mal-) feature is in automake for years.
I wish it had never been introduced :(

The only work-around I am aware about is trying to play tricks with
noinst_DATA, e.g. something similar to this

noinst_DATA = foo.a
CLEANFILES += foo.a

foo.a: libfoo.a
        cp libfoo.a foo.a
