If this happens after a fresh unpacking of the tarball, it means
the timestamps of the files have been damaged. There are
several reasons this can happen.
The most usual cause is that you are building over NFS, but your
client host is not time-synchronized with the NFS server.
A previous report about this was from a user who did
use `tar -m' (which of course breaks everything).
Another possible source of timestamp breakage is `cvs update'.
