the file is part of gtk+, as any package manager on any decent GNU/Linux
can tell you.  The author is Owen Taylor.

The gtk+ package in at http://cvs.gnome.org/viewcvs/gtk+/

As the file has no special license, I'd guess it is covered by LGPL, as the
whole gtk+.
