This happens when Autoconf is modified to use OpenBSD M4, as in the
OpenBSD ports.  Installing GNU M4 and GNU Autoconf yourself will fix
it.  GNU Autoconf is meant to be used with GNU M4.

(Apparently OpenBSD M4 reports that the macro `include' is used,
although it is undefined by Autoconf.)
