So that, on windows, one can do e.g. "autoamke --libdir 'D:\my-am-libdir'"

Which kind of PATHs are you referring to?  For example, PERL5LIB and
PYTHONPATH both shares the PATH format (entries separated by ":" on
Unix, by ";" on Windows).
