Right.  There are over quoting macros we inherited from 2.13, and
which we cannot normalize.  In this case, Bruno will have to let the
top level evaluation handle the `dnl'.

I'd b extremely happy to fix those )*(£"&$ macros, but then, I'd get
zillions of ``bug'' reports.

It is an Autoconf bug.

I just cannot fix it.  I suspect this is in AC_OUTPUT.  The way I
handled this bug is to obsolete AC_OUTPUT with arguments, and promote
AC_CONFIG_FILES.
