{host,target,build}_alias not set by default

Autoconf 2.13 always did set {host,target,build}_alias, either to the
value passed on command line via --target,--host,--build, or to the
config.sub output.  Autoconf 2.52 only sets those of them that are
explicitly specified on the command line.
