BUt on the other hand, it is simpler to understand the role of
--target with the current setting.  And you have more choices: either
you --target or not, which changes, or not, the prefix.

And what form of target and host will you compare: canonicalized, or
as passed by the user?

Really, the current choice seems much saner.  I do understand that it
introduces some differences with the previous schemes, but after
careful evaluation, everybody (mostly) agreed this is better.

Including Cygnus configure users.
