Sorry, I have not had any sleep for 48 hours and I am making mistakes.
Here is the output of your command...
$ ksh -c 'while test 0 -lt 1; do break; done'
echo $?
$
0

I thought I may have made a mistake right after I send the email.  Sorry,

I do know that bash works where my ksh does not.
