Some developers here were running into weird problems with makefile
rules not running in the expected directory. The issue turned out to
be a combination of two factors: SHELL=/bin/bash (chosen by configure)
in their makefiles and "cd" in their .bashrc. To avoid this sort of
lossage, autoconf should append " -norc" to CONFIG_SHELL when it ends
up picking bash.
