That's an awkward format for me.  I unpacked it anyway and looked at

gettext-0.11.2-ac25.patch
gettext-0.11.2-flex.patch
gettext-0.11.2-ptrdiff.patch

Most of the patches in here are relevant only to gettext; i.e. they
should not affect other packages that use gettext, so I don't need to
worry about them when I am (say) maintaining diffutils.

The only exception is the patch to lib-link.m4 that substitutes address@hidden@'
for `[]', but I don't see why this change is needed, as lib-link.m4
seems to work OK for me with autoconf 2.53.
