autoconf 2.54: GNU coding standards install-info

Autoconf installs the GNU coding standards Info file.  I'm not entirely
sure, but it doesn't seem like that is the right thing to do, since the
coding standards apply to plenty of other programs as much as autoconf
(make, gcc, automake, ...).  I think it would be better to just
let sysadmins grab the latest version and install it on their own?
