configure WARNING + failure to configure 'ar' properly

Running configure from ntp-4.1.74 src on Solaris 2.8.

When attempting to compile libntp, everything worked up until the 'ar' step.

ar is in /usr/ccs/bin, but we use the gnu tools almost exclusively so /usr/ccs/bin is not in most peoples paths.
