linux/time.h: present but cannot be compiled

As I was configuring xinetd 2.3.11 on a slightly varied linux from scratch machine (kernel 2.4.20) the script output this and continued configuring:

checking for linux/time.h usability... no
checking for linux/time.h presence... yes
configure: WARNING: linux/time.h: present but cannot be compiled
configure: WARNING: linux/time.h: check for missing prerequisite headers?
configure: WARNING: linux/time.h: proceeding with the preprocessor's result

checking for linux/time.h... yes
