[GNU Autoconf 2.58] testsuite: 69 71 failed on MacOS 10.2

Test 69 and 71, both for Fortran, failed in the autoconf-2.58 build on
MacOS 10.2.  

Apple doesn't ship a Fortran compiler with this system, so I have
installed f77 as a wrapper around the well-known f2c translator.  

I have also installed g77 as part of the gcc 3.3.2 release.
