autoconf: small documentation obsolescences

I noticed some problems with the autoconf documentation, and thought
I'd report them here.

The original report is debian bug
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=283301, but Debian is
no longer carrying the documentation so it's moot there.

I'll also mention that I went to
http://bugs.gnu.org/cgi-bin/gnatsweb.pl?database=autoconf but was told
I couldn't access bugs.gnu.org.

The info documentation, and presumably anything else derived from the
same source, lists this reference
   (6) Autoconf Developer Page, <http://sources.redhat.com/autoconf/>
on the Pointers  page.  That doesn't seem to work anymore, and a quick
poke around sources.redhat.com did not reveal a successor (just links
to the software itself or the autobook). 

The Libtool page, toward the end, says "Although Libtool, like
Autoconf, can be used on its own"  This is misleading: libtoolize
requires autoconf.  Someone on the libtool list asserted flatly that
libtool itself requires autoconf; our own Debian packager says that is
not strictly true except for libtool.  See
