I wouldn't bother. strftime bugs are a dime a dozen, and if we have
Autoconf check for all of them then nobody would ever have a strftime.
I suggest adding such checks to the GNU strftime module's Autoconf
module. This is the usual place that finicky apps go to when they
want a strftime with reliable behavior. See:
