Dear Dr Gnu

I think this problem may have been due to the INSTALL.txt file stating that the 
CXXFLAGS environment variable sets the C++ search paths where actually it 
should be CPPFLAGS. So it is a mistake in the INSTALL.txt file for cups 1.1.20.
