Sure, but that would turn out to be extremely cumbersome to write in a
set of Makefile rules.  Let alone the fact that I have yet to see one
recursive Makefile setup where the lower level is called with
  $(MAKE) $(MAKEFLAGS) DESTDIR=../$(DESTDIR)

or
  $(MAKE) $(MAKEFLAGS) DESTDIR=`cd $(DESTDIR) && pwd`

So really this patch clarifies existing practice.
