autoconf-2.63 (cygwin) adds CR in generated files |

i am using the cygwin environment (VISTA x64) (latest version as of nov 30,
2008) and autoconf-2.63.
generated files, such as pkgIndex.tcl, get generated with added CR, even on
filesystems mounted as bin.
autoconf-2.61 works ok.
i noticed a lot of complex changes in this area.... which at this point i do
not understand.
