FWIW, I cannot reproduce this issue. After installing UWIN on my system
(base.2007-11-05, dev.2007-12-11, perl), I downloaded groff-1.20.1,
unpacked it and configured it, successfully. 'make' failed with this
error:
/home/ralf/groff/groff-1.20.1/src/libs/libgroff/localcharset.c(381) : warning C
4013: 'GetACP' undefined; assuming extern returning int
For reference, my config.status is attached, gzip'ed.
I can imagine two sources of errors for your issue: either the line
endings in the configure script were mangled somehow on the way, or
Michael used a buggy sed program.
