First of all, your posting is off topic on this list. This list is about
bugs in autoconf and autoconf-development, not about autoconf
use-cases (here: newlib)

You can't and should not.
Compiling with
binutils 2.19.1, gcc-4.3.2 modified source to work for my kernel.
binutils and GCC also require specific versions of the autotools.
They are a bit more tolerant, but they have not been tested with the
versions you are trying to use.
I have tracked the issue to differences to the version of autoconf. It works
with autoconf 2.59 but fails with 2.63.
Correct. newlib needs autoconf-2.59.
