problems in installing arkpack pacage with octave forge

Dear Sir,
I am Paolo Giorda and I am avresarcher at the ISI Institute in Torino - Italy I have just installed the latest version of octave forge on my laptop (windows xp machine)
by running the windows installer that i found
at the page
http://octave.sourceforge.net/
i have chosen to download the following version
http://sourceforge.net/project/downloading.php?group_id=2888&filename=Octave-3.0.5_i686-pc-mingw32_gcc-4.3.0_setup.exe&a=64287154

I then tried to install the arpack package I downloaded from the main repository
http://octave.sourceforge.net/packages.html
but it doesn't seem to work
I have followed the instructions and this is the octave output error message
I got:

I don't really know what I could do to install this package since it looks like it has to do with the autoconf version etc.

Could you help me?
Can I install the arpack package on my machine or it is a problem o compatibility?
