Of course, after remaking autoconf to generate the failures I mentioned, it 
tested flawlessly.

So, we can close that out.

If any of you know the correct bug address for automake, please let me know -- 
my email to address@hidden bounced.  2 out of the 624 tests there failed, and 
that is also the program that (apparently) has the tests wrong that are keeping 
ntp from compiling correctly.
