One example program is GNU binutils and the BFD library
As follows:
configure.in : line 197

AC_CHECK_DECLS(basename)

I guess, if they have added
AC_CHECK_HEADERS(libgen.h)
everything would have been OK.

Nothing to do with autoconf then?
