I successfully built, validated, and installed autoconf-2.68b on most
of our local systems, but there is one universal failure

         75: Configure re-execs self with CONFIG_SHELL       FAILED 
(m4sh.at:123)

On a hunch, this morning I tried a build from a test user account
whose login shell is bash (mine, and most of our other users, is
tcsh).  All tests then passed.  I've not examined test 75, but perhaps
it could be skipped if the login shell is not bash (or perhaps ksh or
zsh), or else rewritten so as not to make assumptions about shell
syntax.
