Yes, GNU software often works on proprietary OS, like Windows.  Among
the addresses you've included is bug-autoconf, and yes, Autoconf is one
of the pieces of software that has been tested to work in that
environment, even if we prefer free OS like GNU/Linux.

That I'm less sure of. There are open source alternatives to visual
studio, but I'm not sure I could point you to them.

That one's easy: GNU software is FREE software - not only can you get it
at little to no cost (often free in price - for example, you can
download the source to GNU autoconf and build it yourself, or go to
cygwin.com and download it pre-built for Windows, at no cost), but more
importantly (and unlike proprietary Windows) it is free in principle.
