Follow-up Comment #2, sr#110348 (group autoconf):

Nick Bowler raised a serious concern about this change in email:

I'm going to leave this open for now, but when we come back to this
during the 2.73 cycle we should investigate whether the proposed change
can still break cross-builds for mingw, or anyone else.
