You're right; note that the dates on all the files in the directory are
a year or more old...

Yuck.

You should email gnu@gnu.org about these problems.

Personally, I usually use gatekeeper for a mirror; they don't always
have the up-to-the-minute stuff but they are usually pretty up to date.
