bash still sees shell special characters inside Chinese characters

I entered the Chinese
$ echo 會
[$ echo [the Chinese character hui4 "meeting"]]
and bash 2.04 sees the "|" inside this character [as seen by od -c]
and gives me the ">" prompt for a 2nd line.  Yes, all my LC_
environment variables are set to zh_TW.Big5.

You know, this is gonna cause some disasters... I wonder which Chinese
character the > symbol is hiding in when that character is split into
two 8 bit parts by bash...

gee, I had better start quoting all Chinese on the command line right
away [pain, drag] ... but then who knows which Chinese character the "
and ' quote marks are hiding in, to prematurely end my quote...

Why its a case of ethnic discrimination, I tell ya :-)
