I had a suspicious hunch that it was working as designed, so I checked,
and that is in fact the case.  It's specifically covered in the BASH FAQ.

Both of the examples constitute commands that are not simple commands, and
the BASH FAQ talks about redirection before simple commands being
standards-approved.  Redirection before other types of commands is not.
