READLINE (and BASH) documentation bug (at least)

It seems to me that readline has a documentation bug, or else I'm
doing something pretty silly.

Why doesn't the readline documentation point out that the key mapping
facility - i.e. "macros" - doesn't work when using VI mode?

I thought I'd finally figured it out: that the escape character sent by
function keys should not be part of the left-hand-side - because that
would conveniently switch us to command mode. But that doesn't work.
Next, I'd hoped that I could set things up with $if mode = vi-command,
but that doesn't seem to work either.

It seems that it's just not possible to use readline keyboard macros
from vi mode.
