how can a script deduce file ownership?

Subject: how can a script deduce file ownership?

I need a bash script to perform actions on a file based on the owner
of the file.  Is there a simple way to assign the owner (or group) of
the file to a variable besides parsing `ls -l $File_In_Question`?
If anyone has a better idea, please email me directly as well as the
group.
