can shift key be used as modifier in .inputrc?

I've been using .inputrc to modify the function
shortcut keys.

For example I remap ctrl-alt-H to backward-char,
however I'd love to use the shift key as a modifier.
  
Is there a way to map shift-ctrl-H to a different
function than ctrl-h?

Problem is that I can't get ctrl-alt combinations to
transmit thru the Persoft/Esker Smarterm terminal emulator.
