You can subscribe to the mailing list either by sending a message to
the request address bug-bash-request@gnu.org such as this:

  echo subscribe | mailx -s request bug-bash-request@gnu.org

Or by filling in the web form here:

  http://lists.gnu.org/mailman/listinfo/bug-bash

All of the mailing lists on gnu.org operate this way and the same
instructions would apply to any of the mailing lists maintained there.

I agree that it would be good to have this information included in the
bash web page on gnu.org here http://www.gnu.org/software/bash/.
