man bash, in the section COMMENTS:
  a word beginning with # causes that word and all remaining
  characters on that line to be ignored

In your case, the # is not at the beginning of a word, so it doesn't
start a comment.  (Quotes don't separate words; a word can be partly
quoted and partly not.)
