What are you actually doing?  It works for me:

imadev:~$ cat ~/bin/args
#! /bin/sh
printf "%d args:" $#
printf " <%s>" "$@"
echo
imadev:~$ set -- one two three
imadev:~$ source args
3 args: <one> <two> <three>
